Russian Federation  Premier V.V. Putin on a Working Tour to Kuzbass

Abstract
On January 24 2012 Russian Federation premier V.V. Putin was on a working tour to Kemerovo region. In Kemerovo he conducted a conference on the subject of “The Outcome of the Restructuring and Development Prospects of the Coal Industry”. On the basis of the conference the premier signed a Long-term Development Program   for Russia’s Coal Industry till 2030”. The long-term program consists of eight subprograms and takes into account the measures of the active federal earmarked programs, industrial strategies and coal industry-specific resolutions of the Russian Federation government that have already been made. The program is based on the assessment of the outlook for the demand for the Russian coal on the basis of the predicted foreign and domestic market conditions. Also provided is the shorthand record of Russian Federation premier V.V. Putin’s speech at the conference as well as his speech at All-Russian Public Front meeting in Kemerovo

Long-Term Development Program For the Coal Industry till 2030 Approved

Abstract
The Russian Federation government has approved a Long-term Development Program   for the Coal Industry till 2030 developed by the Ministry of Energy of Russia. The respective resolution was adopted at the conference on the subject of “The Outcome of the Restructuring and Development Prospects of the Coal Industry” that was held in Kemerovo under the guidance of Russian Federation premier V.V. Putin  on January 24 2012.
It provides some details about the Long-term Program and states in particular that the volume of budgetary funds for the program implementation accounts for less than 9% of the total volume of it’s financing (251.8 billion rubles of 3.7 trillion rubles) thus it is planned to reach a new level of state and private partnership. The program expects the coal production to increase up to 430 mln tons by 2030 and to be performed in  82 open-pit mines and 64 mines with the labor productivity (production of coal per one employee) being 5 times higher than that in 2010 (9000 tons and 1880 tons respectively). Throughout the program 505 mln tons of new and upgraded coal production facilities will be introduced whereas 375 mln ton facilities of unviable and loss-making companies will be decommissioned and capital asset depreciation levels will decrease from 70 to 75 down to 20%. The implementation of the Long-term Program will result in lower freight costs and improved efficiency of coal supplies. Thus a coal product transport range will decrease by 1.2 time on the  average with 1.4 time decrease in the domestic market.

Preliminary Operating Results of Company “Raspadskaya” in the First Quarter and throughout 2011

Abstract
It provides the operating results of Company “Raspadskaya” in the first quarter and throughout 2011 and gives some statistic data. It notes the company’s total production accounted for 6.25 mln tons of coal in 2011. Recovery efforts continued at “Raspadskaya” mine throughout the year with the production performed in two long wall faces and accounted for 1.25 mln tons as per 2011 figures.

Improving Underground Works Efficiency through a Comprehensive Control of Geomechanic and Gas Dynamic Processes of Coal Mines

Abstract
The readers are offered an article based on the results of the work for which a group of the leading Russian and Kazakh scientists were awarded the academician A. M. Terpigorev prize by the Mining Academy in 2011.The studies make it possible to improve the mining efficiency through a comprehensive control of geomechanic and gas dynamic processes of coal mines. Methods have been developed that allows you to determine the values of primary and subsequent steps of failure throughout the length of the extraction pillar (long wall face mining section).
Competent and considered technical solutions in connection with the choice of development system and bed mining procedures allow the geomechanic and gas dynamic situation in mines to be controlled throughout the operation and ensure safe working conditions.

50th Birthday of Mining Institute of Ural Branch of Russian Academy of Sciences

Abstract
Mining Institute of Ural Branch of Russian Academy of Sciences (Mining Institute of Ministry of Iron-and-Steel Industry of the USSR) which is one of the leading and oldest mining research institutes across this country will celebrate its 50th birthday on February 24 2012. The institute is the only one in the Urals which performs a wide range of comprehensive studies focused on mining mineral prospecting, mining systemology, geotechnology, geomechanics and mgeodynamics as well as geoinformatics and mineral benefication. The article gives an overview of the institute’s history highlights and its actual state.

Abstract
On December 1 2011 a press conference on the subject of “High-performance Solutions for Mining Industry. International Experience of Using Innovative Mining Services in the Territory of Russia” was held in Moscow aided by the Mine Surveyor Union of Russia. The event was hosted by “Petro-Lube” which is an official distributor of Petro-Cabada’s lubricants in the territory of Russia. The overview provides the themes of the conference and the most interesting speeches of the conference participants.

New Development Vector of RUDGORMASH

Abstract
On November 22 to 23 2011 in Abakan, Republic of Khakasia, Rudgormash, Voronezh, and CJSC “Khakasvzryvprom” held a conference concerning  the new drilling rigs manufactured by Rudgormash. The conference welcomed 42 representatives of 17 companies including the representatives of Atlas Copco - a Swedish drilling rig manufacturer. The overview provides two new drilling rigs manufactured by Rudgormash - SBSh 250/270-60 (electrically driven version) and SBSh 250D (diesel driven version) and details their benefits and advantages compared to the basic models. The article features the most interesting speeches of the conference participants and the conclusions.

Abstract
The article provides the summary of activities of Kemerovo Experimental Safety Equipment Factory throughout 2011 as well the principles this factory’s operation is based on. In 2011 the factory has considerably extended its product line. This was happening not only through introducing principally new developments but also by improving time-proved equipment models.

Analytical Overview of Methane Explosions in Kuzbass Mines

Abstract
The analysis of the technical documentation regarding the methane explosions that occurred in Kuzbass coal mines has shown that the impact of the rock pressure on the occurrence of places of self-ignition has never been taken into account until now that’s why the methane explosions have turned into periodically reoccurring accidents including those with disastrous effects.

How to Eliminate Methane Explosions in Mines

Abstract
The article describes a safe method of mining in methane hazardous mines in the artificial atmosphere. According to the authors an artificial atmosphere is a mixture made up of approximately 21% of Î2 and 79% of ÑÍ4 where as they claim people can live and work as in a natural environment.

Business Project Efficiency Assessment on the Basis of the Financial Stream Theory

The article provides principal approaches and states variants of solutions to the actual issue of determining the efficiency of business projects as well as showing the advantages of solving them on the basis of the use of a progressive financial stream theory. Youth Integration as the Basis for the Coal Industry's Steady Development

Abstract
Over the last few years the coal industry has performed an active policy of modernization, technical upgrading and setting up new competitive facilities that offer new opportunities to the coal companies. However along with positive trends the industry has been increasingly facing a challenge of a growing deficiency in qualified manpower (especially, young engineers). Given the fact the presence of this component is one of the premises for a steady development the issues of developing staff potential and bringing the youth policy into the forefront are getting increasingly topical. On December 7 2011 in MGTU a round table for developing staff potential and youth policy in the coal industry was held within the framework of the Second All-Russian Staffing Conference “Staff Potential of Fuel-Energy Complex as the Basis for the Implementation of Russia’s Energy Strategy”. The round table saw a presentation of the project “Youth Forum of Mining Leaders” backed by the Ministry of Energy of Russia, the same presentation being given in this article.

V.A. Azev’s Defense: Address-oriented Improvement of Open-pit Coal Mine Planning and Production Management Systems

Abstract
On December 21 2011 at Moscow State Mining University, Moscow, at council D 212.128.03 V.A. Azev defended his thesis “Improvement of Management and Planning Systems in Conditions of Intensive Production Development at Open-pit Coal Mines” (score 17 : 0) performed at JSC “NTTs-NIIOGR” under the guidance of V.B. Artemyev. On December 15 to 19 2011 at the final stage prior to the thesis defense at JSC “NTTs-NIIOGR” a seminar session with the seekers of candidate of science degrees employed by Company “SUEK was held in order to examine the structure of their theses. The article provides some information about the course of the thesis defense, gives questions and answers regarding the thesis reflecting its highlights and essence and provides some information about the seminar session with the seekers of candidate of science degrees employed by Company “SUEK”.

The authors do not put a question: coal or gas, they suggest that the produced coal be first gasified and then the coal gas be used consumed for power generation at local power plants or transport the syngas via the gas supply pipelines to the power plants instead of coal rail transportation.

The Use of the Results of the Survey of Regularities of Changes in Productive Soil Layer Thickness in Mine Technical Resoiling

Abstract
The article sets forth the results of field work to survey the regularities of dimensional changes in thickness of stratal deposits of a fertile soil layer and potentially fertile rocks in the territory of mining leases of the open-pit coal mines of Kansk & Achinsk field. It states the results of the field experiment for forming a soil layer to be applied onto the on the waste dumps performed in conditions of “Borodinsky” open-pit mine.
