Measurement and Management of Social and Economic Development of Russia

Abstract
The ECONOMY section will have a new column called EIL – Economic Investigation Laboratory. It will be focused on fundamental and applied R&D products of JSC “TsNIEIugol” relating to a wide range of issues the Russian companies are faced with when performing their activities in conditions of applicable WTO rules, globalization of national economies of Russia, BRICS, CIS and the rest of the world.
Students, post-graduates and doctoral candidates in their diploma theses and dissertations aimed at improving their knowledge in the area of economic sciences of mining and other industries of Russia’s national economy should base on the advanced achievements of a global economic thought. This is the only way of improving the prestige and authority of the national science and ensuring a scientific validity of proposed economically efficient innovative project solutions.
The motto of a virtual Economic Investigation Laboratory is as follows: From Fundamental Knowledge to Innovative Business Projects. The EIL column will be conducted by Vladimir P. Ponomarev Professor of MSMU, Doctor of Economics who is Director General of   JSC “TsNIEIugol” and the author of studies related to fundamental and applied issues of self developing economic system management.
The new column commences with an article titled “Measurement and Management of Social and Economic Development in Russia” It is not sufficient that the strategic management of Russia’ economy should be oriented towards a maximization of GDP growth which in the crisis-afflicted developed countries has practically lost touch with the real economy and is doing the same thing in this country. The article substantiates a transition to the assessment of growth of social and economic development in Russia by the dynamics of indices as follows:   Aggregate national capital (AGC) made up of human, economic and social kinds of capital; national wealth (NW). Should the dynamics of these indices be positive the GDP will grow automatically in the specified direction of humanitarian development.

Keywords
Human development index, Human capital, Social capital, Aggregate national capital, Social and economic development, Russia and the world.
