Abstract

Measures to reduce the accident rate in the coal industry have yielded significant positive results over the past 20 years. At the same time, there have been serious and fatal accidents at the industry's operations, including those with a large number of victims, and high-profile accidents occurring from time to time. This testifies that there exist considerable shortcomings in the occupational safety assurance system. The article reviews some of these drawbacks and identifies ways to eliminate them.
